There seems to be nothing in particular that connects this flag to the Air
Force (except maybe the finial). The ciphers in the corners are those of Charles
II, the King
of Romania from 1930 to 1940, so this would be roughly the date of when of this
flag was granted, presumably. One may also presume that a similar, if not
identical, flag might have been granted to other major units in Romania of the
time (or only to branches of service), although possibly some other units might
have been granted flags prior to 1930's (especially if the Air Force was just
formed at the time while others were older) that would have had a different
design (at least for the cipher if nothing else).

The design looks very much like the 1917 naval ensign
which I have drawn previously.
